Can anyone help identifying this item?

My mother has this item for a while and is not entirely sure what it is or who/where it was made. All help appreciated.

Is there a hole at the top of the Lid piece, could it be a olive oil Lamp?

Hm, looks like painted bronze. I like the incense idea, but not sure.
