I think it is just painted Brass,  Cloisonne, is enamalled paint inside of a metal art frame.  This appears to be just painted.  There was a pair of " Salt Cellers" more recent that was Cloisonne.  I have a Cloisonne plate I just picked up, maybe I'll take a pic of it and we can compare.

Here are some shots of a 19th century Cloisonne plate I have.   This one show the metal frame art that was used and then heavy Enamel Paint is applied.  I have also seen some more recent made, like mid century pieces that very thin wire is used as the frame for the art.

The basket may be Fenton. Does the handle have a pressed mark where it connects to the basket? If it does it would be very helpful to find the maker and verify its Fenton.

Art glass in general is very hard to ID, many makers, some just for hobby and etc.  Personnally It does not have the fenton look to me, and not quite the quality of Murano, IMO

What I find is most people don't really know who the maker is, and they call them Murano Glass, or if it has lots of bubbles in the glass they call them Blenko Glass.  Art Glass has been the hardest for me, and unless I'm for sure I have a Murano or Blenko I just consider it as Art Glass, as for Fenton stuff, that is pretty easy to spot for the most part.
