Apparently, an early annunciator indicator panel, perhaps for a building fire alarm system.

"This is probably the oldest annunciator in the collection, and shows a patent date of 1894.  This panel's drops are arrows, which rotate to an upright position when actuated.  The top rows of drops are identified by number, but the drops on the bottom two rows are identified with such quaint locations as "Ladies Parlor," "Dining Room," "Front Door," and "Private Parlor."  It might have been in a hotel.  The drops are reset with a mechanical lever on the bottom of the unit."

There is a "servants call box" in the Winchester Mystery House where I used to work, and that was the first thing I thought of, but IronLord's box looks more industrial. Here is the one from WMH:

Agree with what it is....and I am sure you know what a vestibule is (these days it is still used in reference with churches)
A vestibule is a lobby, entrance hall, or passage between the entrance and the interior of a building.

   This one I posted yesterday too, this is doin much better then the block of wood, it already has over 500 views, and 27 watcher, and a little over $50.00.  My guess is this one will go for around $200.00 plus.  But we will see,  here is the link in case you wish to watch this one too.

Interesting how much different the responses are. To me the block is far cooler than the annunciator.
