Fenton did a lot of free form candy dishes ect !! You didn`t say how big yours was ?? A candy dish would be 8 or 9 inches or so !!

It is a decorative piece...they made many freeform styles and enlarged pattern styles for coffee tables and centerpieces!

This piece is what is called a whimsey piece, Very skilled glassmakers of the carnival era produced these odd fancies at many factories  that weren't part of regular production, sometimes  on the sly to sneak home to give to a loved one,   some whimsey shapes gained such popularity they were soon put into production, other pieces bordered on the grotesque in their shaping and still seem strange to us today, these pieces are one of a kind!!! Very nice piece

As far as year I could not even guess carnival glass was produced between 1905 to 1930  , the very name  carnival glass signifies the coating or overspray which appears to be as oil spreading over water. This was achieved by mixing various metallic elements, (some of which are not permitted by today's manufacturers).   It is the overspray (liquid metallic salts) which creates the carnival appearance. Photos are not  like a hands on inspection. Yes to sell this piece I would put it under whimsey carnival glass. But you should research to see if you can find a piece similar in pattern not shape this may help with manufacturer.

You said the bottom looks almost like sppray paint ??  I have seen a few pieces, although I cannot remember the maker, that the bottom was more matte than the rest !! It did not have that sheen that is on the rest of it !! Is this what you mean ??  More opaque ??
