This Qing dynasty marking is quite real to me, but as there are some english warning there which makes me very confused.
Is it a sme sort of export antique from china during late Qing dynasty?

Since this bowl contains a health warning in English, I don't think it is antique, but a reproduction of a Qing Dynasty (1644 - 1911) intended for export. I'm not an expert in porcelain, so perhaps others can comment. A health warning definitely suggests a modern piece to me. It's a lovely bowl though, you can always use it as a decorative piece.

I believe the FDA imposed that rule on ceramics that could be mistaken for culinary use in 1981.

It is a modern piece !! That warning was added to export ware because of lead content in the paint used on them !!
