Flea Market Find

Hello everyone, I found this item at a flea market recently. I believe it is an old tin (maybe?) toy scale. There are no visible markings anywhere on the item so I am not having much luck locating information. Any of you gurus able to identify this piece and provide a possible value? Please excuse the poor image quality as I took them with my phone. I can take better pictures if it is required. I appreciate any feedback in advance!

Sorry about that, it is about 6.5 inches tall.

The thought of it possibly being a salesman's sample never crossed my mind. Thank you for your input! Now, to do more digging...

Only thing I saw was " 1 Cent " on  the face when I enlarged it !!

There is tension when the base is pressed, but the dial no longer moves. I believe the dial became internally disconnected over time because the back of the dial has grooves on it like it should be attached to something.
