Anyone have any knowledge of collector clowns?

Hi everyone, I was wondering if anyone knew anything about this collector clown? Company name is Luoshun International Development Inc. U.S.A, Name of clown Lucy's, number 114504.  Thanks!

Company is located in Covina, CA  With Lucy Qian Liu,, president and seems like the only officer !!  Another doll was listed on shopgoodwill in 2010 with a $5.00 start bid but did not sell,,, no bids !!
