I don't think its a plumb bob, I would be more inclined to say a pocket sundial and the flag went in the broken loop. that  would make all the lines inscribed mean something and explain why its marked on both ends of each line maybe. ::) ::)

scratch what i just posted n see this pic, it is a plumb bob and 7 lines, center line and 5 degree markings. i stand corrected.
