I think top is a repro piece !!  Where did you get these figurines ?? Do you see the difference in color of the base !! Top is very pure white and very shiny, Bottom piece has the characteristic depth of older porcelain plus signed by the decorator !!  Significant difference in aging of the bottom foot as opposed to top figure which has little !!  Mark is not anything that could be traced !!  Just lines !!

This site is very good for finding hard to locate porcelain marks. Chris Marshall who comes on this forum now and then owns this site.

and looked through many sections and think the top piece can be

Ludwigsburger Porzellan-Fabrik (1758 until 1805)
Decorator signature of Harald Schweizer

Where is the factory mark on the top piece ??  In that article it says that after 1947 the decorators marks were added in addition to the regular mark !! I did not see a factory mark in your pics !!
