Charlene Randle. Her monogram is in the print and it is hand signed. Also signed on back...

Unless you know Charlene or her work is worth oodles of bucks, then it's probably not worth restoring.

 Soaking paper in an Oxyclean H2O solution, rinsing multiple times and pressing out water on a flat surface to dry does not sound too bad.... ::)

Not ...unless..its a watercolour....then it,ll be one step removed from an unholy mess,...and one step closer to the bin.... ;D

Just curious but is it thin paper like a print or thick with a bit of texture like a watercolor paper ?? Regular print stock would likely fall apart if wet like that !!  Problem is the water weighs it down and when you try to lift it,,it tears !!  If its thin paper like most prints,, lay it on a piece of window screen to wash it,, dont try to pick it up !! When done take an edge and gently slide it onto a sheet of glass to let it dry !! If it curls and it likely will,, cover with a thin cotton cloth and press  with a warm iron on a table or some flat surface !!  Watercolor paper is made to be wet and re-wet so not a problem with it but if you dont have a stretcher to put it on so it will dry flat just hang it with clothes pins,, you can also iron it after its dry !!

This thread has got me in a cringe ....

All I'd suggest you do with your cool little memento is to gently clean a small portion at a time , with some fine cotton gauze dampened (not soaked) with distilled water .
The sledgehammer "home restoration" would not be the best way to go , lessin' you're primed to throw it away (IMO) .

Small value , but nice work !

Why don't ya just "freehand paint" that picture and then print yourself out a new copy.

Like this one I quickly done.

It is thick with texture...

More likely a watercolor than a print  !!  That presents a problem as some of the colors as well as the signature can be damaged if cleaned as you said !!  Try something for me,,, on the farthest outside edge,, take a Q-tip and apply hydrogen peroxide and gently roll across the stain and see if it lightens, then with another Q-tip use water and do the same then blot well and let dry !! Just try this on a part that is not close to the artwork till you see what it does !!

Neither seemed to work very well, the water did a little. Also I tried to lift some ink/paint with the water on the Q-tip and nothing came off.
