It looks like a jar opener to me

I thought jar opener as well, but I haven't found any like it and it has those "spikes" and it looks to weak to twist much with. (thin spikes)

I believe we talked about something similar awhile back, and it turned out to be an "egg decapitator", for getting your soft boiled egg out of the shell.
