70's-80's Toy Experts Please Help ID This Little Guy

Someone out there has to know who this little guy is. He's only 1"tall and has posts on his feet like he would have stood on something for fit into something. He was in a bag with various others figures and pieces mostly Transformers. Thanks!

OK Wullie,, now you have done it !!  I can hear that darn tune but can`t remember what its from !!  Willie Wonka ??  Darn you Wullie !!  Maybe I  will remember by morning !!  Thats going to be running through my head all night !!

Thanks for the laugh! I figured it out, he's from the early Transformers before they were known as Transformers.
