Type of bottle?

Hey all,

I posted this in the "New Members" thread, but realized that's probably a pretty noob thing to do.  Forgive me if you saw it there first.  Regarding the item, I've done google and ebay searches for it, and I'm still not sure exactly what it is.  Best guesses are 1) perfume bottle, or 2) tincture bottle.

The metal is non-magnetic, and heavy. There was a little bit of light blue corrosion in a place or two before the initial cleaning, so I'm guessing it may be chrome-plated copper.
The arms are welded(?) to the bottom, and the inside of the screw-off top rim shows signs of being turned on a lathe, as does the bottom of the piece...however, the base is not perfectly round on the outside. 
The crystal top is hand-ground, with some imperfections in pattern, and the metal cage itself is not perfectly symmetrical.
There are no maker's marks, unfortunately. The strange pattern in the glass you see on the bottom is just residue from whatever was in there before.

I'd appreciate any thoughts on 1) what it's for, 2) approximate age, and 3) value. As I said, I've come up empty-handed so far.

Sorry, do you want a pic of the bottom of the crystal top?  Or the underside of the screw-off, metal top piece?  The threads on the latter can be seen in pic 5, and the last pic in the album is a straight-on view of the bottom of the metal top...

I think perfume, but haven't found it yet in my books. I'll keep looking. It's very unusual, very pretty.
