The big ones are shark or tuna hooks. The others are for big blues or smaller tuna. In Texas the big ones are probably still used for sharks and billfish and the smaller ones for big grouper, amber jack or king mackerel. They would be bottom fished for the grouper or threaded with a ballyhoo and teaser and trolled for others. I am not an expert in Gulf fishing. Just going by what I saw living in western Florida.
