My advice on this is take it to several experts. I do not know where you live but in NY Christies and Sotheby's  would be the places. It does appear to be French to me but I am not an expert.

It's not a Christies or Sothebys item these days but any decent auction house should be able to value it. Much depends on quality of porcelain, gilt etc

It looks nice but dated.

Gorringes or Campbells is the best place for that then, with slight preference for Gorringes as their sales are well attended and live on the interenet. Paul Campbell actually left Gorringes to set up his own place. It's lovely, but Gorringes have more foot traffic.

Thanks for the new image Paul but it doesn't show any of the movement, just the backplate. Can i see one of the hand painted porcelain sections ?
