I can't see the marks well enough to date it, but made in Birmingham.  I'm not sure exactly what information you are asking for.  Looks Edwardian to me, they don't sell for much.  Folks can ask whatever they like for them, but I find they actually sell in the $25-$35 range.  GG

Date letter, is either an M..or an E...depending on which way you look at it,..and agree with Birmingham..as i see the anchor...other mark on the end looks like Victoria...?
I make no excuses,and no apologies....but i like a good Malt,

The small e on the right is the date letter,1904...therefore the big E must be the makers mark, looking closer it looks like an AE

I am doing exactly the same .. i have been through every hallmark and trademark stamp and even ones with E on end dont match this mark ... I am stumped .. thankyou for your time :) .... I have just noticed above the hallmark above the pin middle ... looks like a diamond shape with a (s) in it ,,???

They tended to use a sans serif E but it could be. There's definitely something before it. Just needs a little clean with a cotton bud or something

I wanted to add that it is a collar pin, worn with the high collars that we popular at the time. Here's an example of how it would have been worn:
