What kind of tool am I?

Hello all, I am new to this site.  I need your help please.  We found this strange item/tool on my grandfathers basement. It is made of leather and metal. The top portion is leather that folds over and has little metal circles across the top. The circles remind me of one side of a "snap".
Please look at the picture and let me know what you think it might be as we ate stumped!!  Thanks

looks like it has something to do with archery....

My brother and father have always been into archery and they haven't a clue. 
My grandfather made many crafts with wood and leather.  Not sure if that helps...

Funny...
Grandpa passed away over 17 yrs ago.  My grandma passed away in Jan. Need less to say, we are finding many interesting things.
Hobbies of my grandparents that might help figure out what this is: crabbing, fishing, sewing, leather work, wood carving, clock making

Back in the 1930's a man that was handy with one of those could feed a family during corn picking season. At 3 cents per bushel, earning up to $3 a day was possible.

And today...we have the new improved model!
