Talesof, if you remember over times people have been mesmerized with snake charmers. You see resurgence of it over time. In the early 1930's they were shown in early silent movies. The Three Stooges even got in on the act later. So, don't think it has to do with the country as the place of origin (but could very well be wrong).
I agree...I believe you have a mid to late 1800's toy/amusement. I also agree that you should contact an auction house or better yet....try and contact this person for some assistance.

Also, this is referred to as an "animated" toy. It can also be referred to as a automaton but most people believe those are run by springs, battery, electricity...but yours has a lever and moving parts...so it can be called one!
