Just doing a quick search on 'Arrow Makers Marks' I came across this:

Two crossed arrows with three feathers each and more than two digits/letters is a mark used by Arnart Creations; they mostly imported from Japan.

Scroll down here for their marks !!  Its not a fake but is similar to the crossed swords mark !!

You can also tell by the different type of paste used for the porcelain. Different to European.
Japanese in a European style.

I can't seem to find the mark on eBay. Is this an antique or the 50'?

Probably mid 20th in the years after the war when they were rebuilding. Made porcelain and toys that would sell in Europe and America. Could be 1940-60.

Be surprised if you'd get more than $10 each for them on Ebay but on a stall or in a shop someone might like them, especially if they're not too concerned about the maker.

A little info !!!   Was his intent to sell them ??  If not,, then just tell him that they were made by a company located on 5th Avenue in NY, and sells worldwide !!  That they make beautiful Victorian style porcelain !!  Tell him you haven't found a value for it !!  You can make it sound important and still tell the truth !!

Well these were probably made in Japan, but you can tell him about the 5th Ave company.

If you look on ebay,, look for Arnart,, not the mark !!
Also tell him that stuff like this has taken a big hit lately and prices are down !! That's no lie !!  Market ain`t good !!
