You see the circular mark, lower centre ? Need a clearer image of that, please.

Could be Marti & Cie / Marti & Company.

Actually, after downloading the image, zooming and clearing it up, i think it's Japy Freres' Medaille d'Honneur mark.

My eyes aren't that good...but, I would agree with Ipcress with it being a Japy Brothers.

I believe the exposed "count wheel" on the back plate was used on their pre 1880 movements.

Well spotted Ipcress, here is a similar one (Lot 29), although yours is a little more attractive. And, yes, probably part of a garniture.

Is it working?

Seems there is a bit of a problem with the front foot, be very careful if you are planning to secure it back in place.
I presume that you will be using a proper clock/watch lubricant?

Sounds like you know what you're doing. I've never heard of KOCH, but I imagine 3 is a medium viscocity

I'd say it was a more standard version of a more expensive clock.

Middle band would be this garniture

http://www.liveauctioneers.com/item/7545258

Top end, with the case and garniture made for Tiffany

http://www.liveauctioneers.com/item/16903106_tiffany-and-co-champleve-clock-garniture-set

Movement and dial will be similar, just the case and decoration affecting the price.

Japy Frere are quite common. Henri Jacot is another that is quite popular and can sometimes be identified by the parrot mark on the backplate.
