How can I tell the age of this?

I got this Chinese textile panel today.  Looks much older than the one I got before.  How can I tell which dynasty/ age it is?  I have been researching but can't find a way to estimate the age to a close area.

I have been a shop owner years ago and have played around with antiques most all my adult life !!  But,, Chinese textiles are not my area !! So don`t hold me to that opinion !!  Its just how it looks to me !! Ipcress, KC and some of the others are much more qualified than I am !!  Could be from the other end of the world for all I know !!  Furniture is my chosen area !!

Past the silk I'm not sure.  The border seems to be a bit rough material wise.

How big is it ? It's interesting with the fenghuang and qilin on it.

I've seen what are known as rank badges look like this and about that size. ( 8" to 12 " )
 Used in the military and often symmetrical
I'd date this late Qing dynasty, possibly a bit later but without closer inspection i'd stick with late Qing.
Don't often get fenghuang and qilin on them.

In Chinese culture these two creatures are more often used for marriage (representing a enduring n peaceful relationship.)  It is also used for Royal Families and Persons of great importance.

I have been further researching this and found this site http://journalofantiques.com/2005/features/chinese-rank-badges/  in it  says that

 " Two groups of men achieved badges, civil and military. Each category had nine ranks. The civil rank badges feature birds for identification, and the military utilize animals, both real and mythological. There were also special badges for men called Censors, a group of appointed officials who conducted special investigations for the emperor and served to identify wrongdoing and inefficiency among members of the general bureaucracy".

Is it possible with having bot military and civil it was a special badge?   Also, isn't the Qilin a 1st rank?
