Can anyone help me identify this?

Just picked this up a garage sale and have no idea what it is or what its used for. Can anyone help me out?

Its a winder upper......for ..what....don,t have a clue...but i know a man wi a big book....stuck up  you know where...he,s sure to know.... ;D

A winder upper? I googled that and just found stuff for yarn. No go.

What is the size ??  Looks to me like something for wallpaper or border !! If there were a measure on the end opposite the handle that would make sure to get it the same distance from ceiling !!

Yepper, please post dimensions.

Also, note any mechanism value (like the handle turns, the V shapes clamp, etc..)

I think the handle “slides” rather than “turns” and that cross-rod locks it in the “in” position.

The piece being held in place by that screw looks like it might be for inserting a long handle. 

I can’t figure out what the “V” shaped projections are unless they serve both as a handle and/or as a height “guide” as the mechanism is moved across a surface.

All guesses of course.
