Help identifying store fixture (?)

Hi, all.   Any thoughts as to what this might be?  Made of sturdy metal and stands upright.  Nary a marking on it.  Some have guessed a lollipop display, but haven't seen another like it.  Ideas?

could just be for lollipops..Chupa Chups...but it looks a bit too substantial,for them...might be Pens,...or anthing with a stick...btw..from your use of nary...can i deduce that you are on my side of the pond...

How big around is each individual compartment ?? Might try putting a Number 2 pencil inside and see how many it would hold !! Also how deep are they !! Height of the entire stand !! From the size of the base it fit under another display box !!   I remember something like this back in the 60`s that had different color eyeshadow/lip liner pencils !! Not sure this is the same though !!

looking at that pic that hole looks to be approx 18mm,or there aboots,might be 3/4 in auld money..and lipsticks could just be the key...

Hi, it's sfenster (Susan)....thanks for all your feedback today! I'm not a dealer, but help people handle the remnants of mid- to large-estates.  Through the years, you think you've seen just about everything, and then you stumble on an oddity like this one.  I will provide dimensions on the object the next time I'm at that house. Someone in my family suggested a flag holder (mid-size), but that cigar idea is intriguing. 

As for my location, I'm from western New York but an affirmed Anglophile. 

Me thinketh another disastrous year for thy Buffalo Bills.

Only problem with the cigar theory is unless refreshed often they would dry out !! But it conceivable that there were fakes in the holder just labeled to look real with the brand info !!  Would sure be a good window display !!  It holds a few too many for me to think that's it but,, you never know !!

Dunno what that item is , but something for a floral spray came to mind ... too scary-looking to be a GMO cow-milker , or display for catepiller waders ...

Ok, friends!  I have the dimensions:

13" tall overall

24 tubes are 1.5" long with an opening .5" wide

Try putting a lipstick tube in it just to see the fit?  The holders could have had wrappings around them at one point.
