Figural tobacco holder has me stumped

I got him and he was tagged as a tobacco holder. Looks like he was attached to something at one point.  No markings.  Either cast or Spelter?  Trying to figure out as much as possible about it.  6" tall by 5" wide

i think a match holder is a better description..

The style by the looks of it is 17th/18th century cabin boy....and agree with Mart on year

Looks like his stein was broken out of his hand and a few other condition issues.

Agree looks like a match holder.
I'm from the South - but please don't mistake my Southern Manners/Accent/Charm as a weakness!
