1800s Handpainted Plaque - What material is this?

Hi there, I was wondering if anyone could give me some info on this. Its not terribly heavy, but it looks to be some kind of plaster mounted to wood. The painting is done on paper. I thought at first the frame was composite but its very hard and doesn't have granules like composite. Up close it looks an awful lot like wood and is browned but has no grain. I thought perhaps this might be from a carousel or even a ship? Could it be even older than late 1800s? Any info, or links to similar items would be greatly appreciated!
About 10.5 x 16 inches by .75 inches thick

Looks like plaster over a papier mache` base !! Victorian era late 1800`s or early 1900`s !!  Where did you find this ??

Yeah, 1890-1910, though could creep toward 1920. Oriental influence as trade exploded.

1890-1910s sounds right. Now that I look at it it definitely has an Art Nouveau shape. I bought it at the flea market for $10!
