Help!!! I found strange item!!

I need help identifying this item I found in my grandmother's garage? You can tell it is some type of hard metal, and the engraving on is definitely hand done. Any ideas at all?

What size is it ?? Is it open on both ends !! Reminds me of a pub measure, a shot on one end and double on the other !!  Does it hold liquid ??

No it is only open on one end.. It is more like some kind of vase. Just thought it was very odd it's been hand made with the artwork on the side. There are no words, years, or any other identifying marks

Are they the 3 wise men? Are there 3 men ? Only can see two.

Is actually four total. They are all carrying some type of stick or spear or something of that nature

I could only see one figure with the crown,,are there more ??   Are those round headed slotted screws on the inside ??

All have the crowns.  Yes those are 2 slot headed screws

Reminds me of the styles you would see from 1960's.  However, have seen this style in aluminum or pewter.

Hi,
to me the bearded figures look like soldiers on ancient Persian Achaemenid reliefs, so I think this is a vintage souvenir item from that region.
