Hi, the women on this painting wear Kimonos. That makes them Japanese. I think this could have been painted somewhere in the 1st half of the 20th century, certainly not earlier...

Agree with Mat on the date as well.

Found a lot that had, what appears to be, more reverse painted pictures/frames very similar to yours.  However, the lot was passed and didn't sell.  Starting value $50
