Vintage Middle East Painting on Vellum in Stuckey's Frame?

This is a vintage Middle East painting I pruchased from the TS yesterday and I'm looking for any information on it.

The painting measures about 8 1/2" by 11 3/4" and seems to be painted on some type Vellum, parchment paper or animal hide, I'm not sure. The painting has lots of writing on it that I can't read.

It was mounted in an old Stuckey's picture frame. Stuckey's used to be a large chain of highway candy stores in the US. I don't think that the frame is original to the painting. :)

Does anyone know what the painting was painted on, when and where it was made and perhaps an English translation of who made it?
