French made rug questions

I have a french made rug that states made in france the tag it says 40% waste cotton 35% rayon and 25% pure cotton. Very nice patterns and colors but the cotton mix throws me off. Has an old style look but curious as to what waste cotton means . OR is it exactly what it says waste ? Sorry f if this is a fairly silly post in advance.

My assumption is that it is the same as what we call "recycled" cotton !!

Thats makes sense. Didnt think i had some old fancy rug but i always can count on this forum to help me figure things out.

Its a nice rug !! But for years they have tried to cut production cost by using the lesser cottons in the backings ect and the top quality on the face or top of the rug !!
