Looks like stone !!  Can we see the bottom ??  Where are you located ??  We had something similar to that quite a while back !!  Seems like it had something to do with the Inuit tribes !!

There are a ton of those floating around my area.  I might add they are all in Antique stores so they have fooled many into thinking they were old.
