this was dug up on a farm in Central Missouri. Any idea what it is?

Can we see a close up of the other end too ??  Is what looks like brass in the center of the circular section a trigger of some sort ?? My first thought was a ladies step for a buggy which looks similar but need to see the other end and if you could explain a little about it ?? Any moving parts, what its made of, size ect ??

I think it's all iron. It appears that the "trigger" on the loop end moves the spear like things on the other end but it's so rusty that nothing moves. You can see the size in the photos but I'd guess it's 3 feet long.  Here's a couple closer pics:

Back in the days when putting up hay was a real art...you might need a "Hay Harpoon".
