Can anyone identify these old Figurines?

I can't seem to find any information on these and have never seen any others like them. They look very old and have 3679 near the bottom on the back side. They are white and blue with gold highlights that have almost completely worn off with age. I have a picture at this link- http://home.mindspring.com/~nowello/

Thanks for the response ginni. I have added a picture of the bottom of one of the figures to my website http://home.mindspring.com/~nowello/ although it may not be much help.
Unfortunately, the bottoms have some kind of resin or coating which hides the actual bottom of the figure. I'm guessing it was to protect whatever surface the figures are placed on. I tried to remove the coating but couldn't. It is rock hard. If there is a way that you know of to get this stuff off, please let me know and I will try it.
