That wouldn`t hold enough bird feed for the next ten minutes at the rate I am feeding corn to the birds here !! It really looks to me like a soap dish or for scrubber in the kitchen !! That's the only reason I can think of for those holes !! Can`t keep soap wet or it melts and would air dry the scrubber !!
