George Washington, picture, painting, thingy.?

I picked this little gem up today and I'm completely befuddled. The frame is about 17.5"x15". The only real thing I know about this is it's George Washington. I'm not sure about the age or what it's made of. It's a smooth material and knocking on it sounds like wood.

In the first pic and the last one there is something above Washingtons head !! First pic looks almost like a hinge of some sort but last pic looks more like numbers !!  What is it ??

Ok !! One down !!  What is the third pic ??  The edge of what the pic is on ?? Looks like a print attached to a hardboard panel !!
