Some nice ceramic made by ?

Another find in my full house . Ceramic dish and signed . But is it Spanish and made by Picasso or any other artist ? And can't figure out the first words above the name so any suggestions would be welcome  ;D

Looks like Houllon to me !! Certainly isn`t Picasso !!

Thanks and been looking for variations off the word Houllon or ? on the net but no result yet . So is it Spanish or France or ?  Any link on the design itself to anybody ?

Found the maker and it's from France and made by André Horellou . So thanks and up the next question soon  ;D
