Does anyone know what this is?

I found this in our garage a few weeks ago and can't for the life of me figure out what it is who makes or what is is worth.  It is silver and very tarnished right now, sorry for not cleaning it for the pictures. It has the main part then a bowl sits in that? What is this? I read somewhere else when I googled PP&S that it stands for Padley, Parkin & Staniforth of Sheffield, ca. 1855-1880. Is that correct? Also does anyone know how much these would sell for on eBay? We have no need for it and if it's worth something we could use the money? Anyway, all help is greatly appriciated. Thanks.
