Any ideas on a rusffled glass vase?

Hi all,

I know nothing about art glass and i am simply curious on this piece. My mother wanted to know to know more. I said well i wil ask. She was simply curious as to where it may have been possibly made. She received it from a fellow senior citizen who is a neighbor and gave it to her. Any help would be great , thanks in advance, glass stands around 5" tall
