Old mysterious bowl

I wonder if anyone can shed some light on this bowl.  About 8" diameter, 2" high.  Wondered particularly about the glass inside the bowl, looks almost like mother-of-pearl which, of course it is not. The outside looks Japanese.  I got this in a Kansas City Thrift Shop in the late 70's, early 80's.  Inscription on bottom of the  bowl, fired in, is "Many Happy More Birthdays.  9/23, 23".  Any help appreciated.    John

Is it cased glass or a removable liner inside ??

Mart, no its all one piece but appears that the layer of glass inside has been applied after the firing. But I can be wrong on that.  Like I said, mysterious.

Does the writing on the bottom look like it was done before firing or after ??

I had assumed that it was done at the time it was fired but my knowledge of pottery isn't my strong point.  At the time I worked in the Kansas City Regional Office one of the girls was getting married and I hired a local artist to make a small wall plaque of two hands, a mans and a ladies and applying a gold ring on the lady's finger, and their their names.  It was all done before the firing.

Normally that is how it would be done !! But if so the person had to have access to a kiln and ,,if the date on the back is correct and I think it is 1923 art nouveau period, home kilns were a rarity,, not very likely,, !!
You can see here the process is not an unusual one !!
Since the writing on the back,, including the factory marks (N9R or could be a B ) were apparently written by the same person,, who ever it was that gave this as a gift must have worked there !!
What I think it was used for is like a cache pot',,to hold a potted plant or flower arrangement !!
