I've always thought that some cloisonné will have a flat smooth surface, after being polished on lapidary wheels. On the other hand, there are versions with a sunken or raised enamel surface surrounded by the wire border. With that said, I would agree with Mat on this one.

Do you mean Champleve Rauville ?? That is the application of enamel to indentations,, !!  I have never heard of a wheel used on Cloisonne !!  That kind of defeats the purpose doesn`t it ??  It should be easy to tell if its paint on metal or enamel which has to be fired !!  Enamel is rarely ever perfectly flat !!  It is a glassy powder that has to be built up in layers !!
Can you post a close up of a section of the vase ?? Close enough to see how the paint or enamel is applied ??

I can`t tell if it is or it is not !!  Its certainly not the well done enameling that you usually see !!  But some places look enameled with a thin layer and others just look like paint !!  Just use your best judgment Raven !!

All of the colors have just a tiny bit of gold glitter, making it sort of shimmery.
Does that mean anything, or is that just the enamel?

Since enamel is a type of powdered glass I guess it could be a little glittery but I have never heard that description !!
