Antique Middle East? Thingy! Old

I got this out of an auction storage I bought.I have no idea what this item is,I tried to get good pictures.I would love some information.

Crossed Sword with Palm Tree just above is the Saudi Arabian national emblem since 1950.  Which this one has the tree behind the crossed swords.....

One of the images is of Mecca.  What are the measurements and dimensions?  Are the tan areas leather? Or are they rusted metal?

I have it packed in a tote so I'll have to get it out to measure.It does have a solid bottom,the tan is rust
