Looks like  a candle but has a finial and small holes at top and some type of clips around bottom ??  They said it had ball bearings inside but they were probably the weights from the base!!

We have had an item like that posted before !!   Can`t remember if we found out what it was though !!  Seems like it was a religious object but can`t be sure !!

I totally agree Mart that this "sounds" like an item we have had on here in the past and we ended up  believing it was from religious purposes. 

Is it brass or silver?

You can search "Sanctuary Candle Holder."

They also have "Memorial" candle holder for cemeteries aka Grave Light, Cemetery Light, Memorial Candle, Grave Candles, or Gravestone Candle  (They have to have weights to stabilize, or have a stake or have a clip.)
Could also look at "Vigil Candle Holder."

 KC,, I remember the clips  around the bottom but can`t remeber what they were for !!  The search here doesn`t like me,, Itried to do a  search for the old post but it kept telling me the words had to have two characters or more !!  All words did have more than two !!
