A little help please

I believe this little guy is made of ceramic or plaster. I found it at an auction and have no idea of the history, if there even is one. There does not appear to be any markings with exception to to W.F. 16 on the front of the jacket and Disney across the back of the jacket. And those are just painted on. I have attached 3 pictures. I hope someone will be able to help me identify this little guy. Thank you in advance for any help you may be able to provide.

I don't think he is a Disney character but I've been wrong before. From the looks of this type of plaster and finish, I would say he is from the 1970-80's. I have seen cookie jars etc. that are of the same style.
