Appraisal needed for a china tea set

This is a china set that my Dad bought a long time ago and he would like to get it appraised by a Pro.  Where should he go to appraise it and where should he go to sell it (if he decided to do so)?

My mistake.  This is an easier way to view the pictures:

China Set (we think it's a complete set)
China 1 (if you hold it to the light, you can see through the material)
China 2
Bottom (signed)
