Interesting item found... need help identifying!!

Hello fellow antique identifiers!! I'm in a real pickle. My great aunt was cleaning in her barn and came across a strange metal tool of some sort, an image is attached, and we have been unable to identify its purpose. It sort of looks like a cigar topper.


......but that's just a guess.  :-X
