Antique "PB" Solid Metal Gun

hey everybody, im looking for the history and value of this gun.  its been passed down for generations.  theres a 3 on one side and a PB logo on each side.

Please help me out on this one

its an antique though, really old. and solidified so it dont work. can you give me more info?
