need ID on eagle emblem on drum table purchased at antique shop

I bought a drum table at an antique shop with a leather covered tabletop.  There's this eagle and crown emblem embossed in gilt on the leather and I'd like an ID on it.  It's an eagle facing to the right on a shield shaped background (not sure if it's really a shield).  The whole thing is surrounded by a leafy circular border with a poofy crown on top.  Behind the eagle are crossed spears or sticks.  One of the 'spears' has got what looks like a mini-eagle on top and the other spear has got what looks like a hand on top. 

If anyone could ID this it'd be great.  It's kind of a weird feeling owning some emblem stamped thing I have no idea about.  As far as I know, it's the emblem of some notorious evil loonies of history  :P

Well first of all it's not a drum table.it's a ( cellerate) used for storeing wine's. glass's etc. the crazy that designed it was none other than Duncan phyfe a famous furniture designer.

The stenciling became popular starting in the 1820's.
