 I would suggest the tool was designed by star tool co.from 1867 to 1883. I would advise contacting the Meekers who buy & sell antique tool's.

After checking all your pictures out I've decided what you have is a foot operated mortising tool. It was used to cut square or oblong holes in wood for making strong joints such as in door/window frames or cross bracing/legs for tables, etc.

Thank you so much for your help....I did contact the meekers unfortunately, it is something bigger than what they typically sell but, they were very helpful in putting me in the right direction.

Thanks again.  Any other suggestions on buyers would be great....I figure it would serve a museum or private collector better than it will my mom. :)
