german pole top

I have a german pole top that looks a lot like the RAD Officer Peaked Hat Shovel and Wheat Sheaved Badge except, of course, it is a pole top. I have found several other pole tops, but none that have looked like this one, can anyone help?

Since we don't have a picture? a guess will have to do. I would suggest it belongs to the German National labor service which started in 1929.
