Can someone help me identify this Santa Clause

I was looking through some things my aunt has in storage and found this Santa Clause.I know it looks old and it is not in the best condition.It has a tag that says Made in Japan No.491,but that's about all i know.Anyone know when it was made,or anything else about it?
