Is this an antique?

My friend has found a grinder, smaller than a sausage grinder, made of cast iron. The date is 1900 and it is a numbered piece with the letters
PS n Woo, (as far as we can tell) and the No. 111.

Does anyone know what we have? A local guy said it is a tobacco grinder, not worth very much? Any suggestions?
